Chaos in Haryana’s Government Departments: Jobs of 20,000 Workers at Stake

Chandigarh: The process of laying off temporary workers in all departments, boards, and corporations in Haryana has begun. The government has sought accurate details of temporary Group C and Group D workers employed under Outsourcing Policy Part-2. Chief Secretary Vivek Joshi has directed officials to provide details about how many workers have been removed and how many are covered under the Job Security Act. Meanwhile, the Haryana Staff Selection Commission (HSSC) has also initiated layoffs of Group C and Group D temporary workers, causing unrest among temporary employees.

Chief Secretary Vivek Joshi has issued a letter to all managing directors, chief administrators, divisional commissioners, high court registrars, and district commissioners. In the letter, officials have been asked to submit details of Group C and Group D employees hired under Outsourcing Policy Part-2, who were removed after recruitment, along with post-specific information. Additionally, the Chief Secretary has sought information on how many temporary employees recruited under Outsourcing Policy Part-2 are covered by the Haryana Contractual Employees (Security of Service) Act, 2024.

The Haryana government has recruited 20,000 individuals under the Haryana Skill Employment Corporation. Now, after permanent recruitments, orders have been issued to remove Group C and Group D temporary workers in departments where new employees have been appointed. This puts the jobs of these 20,000 newly recruited employees at risk. However, the government is taking steps to address the issue. Therefore, Chief Secretary Joshi has requested detailed information on temporary workers from all departments. The government will decide on the matter once all information is collected.
